The Y Central South Island Signals New Era of Investment for Waitaki Youth

The Y Central South Island has officially entered a new chapter of commitment to the Waitaki district, marked by the appointment of a dedicated local leader to champion the aspirations of the region’s taiohi (young people).
On Monday morning, Anthony Toa was formally welcomed as the new Manager for the Y Central South Island at their Humber Street site. The mihi whakatau (welcome) brought together Y colleagues and key community representatives, including Waitaki Mayor Mel Tavendale, signalling a collective investment in the district’s future.
Mr. Toa transitions into the role after two and a half years as a Youth Practitioner at the Y’s Timaru site. His approach is deeply rooted in his heritage as a Cook Island Māori raised in South Auckland, alongside his lived experience navigating the challenges many young people face today.
Mr. Toa speaks candidly about a childhood where “opportunities were a leap away and trouble was in arms reach.”
“I give credit to my grandparents, who were the strong pillars of our family,” Mr. Toa said. “They taught me humbleness, humility, and gratitude. I am so thankful to those who never gave up on me and offered me opportunities to elevate and grow.”
Mr. Toa is already a familiar face across the region. A resident of Ōamaru, he is an active member of the Inspired Faith Church (IFC) and the Ōamaru Pacific Island Trust. His local involvement extends to the rugby field, having recently coached the St Kevin’s First XV. His wife, Isabelle, serves as Deputy Principal at Oamaru Intermediate School, and together they are raising three primary-aged children within the community.
“I believe that every young person carries Mana within them. With a bit of nurturing, love and just showing up, that Mana will grow and thrive in life. In this new chapter I will continue to uphold my paddle, pulling through deep waters helping to join and navigate with our Waitaki Vaka (Boat) in the direction of success, challenges and needs for our communities.”
In his new capacity as Manager of the Y in Oamaru, Mr. Toa will act as a vital conduit between the Y’s services and the Waitaki hapori (community). His focus is on fostering strong relationships with stakeholders and increasing engagement in the Y’s core educational and driving services.
“My mahi (work) is driven by relationships,” Mr. Toa explains. “Strong connections with our local rangatahi, whānau, and community will shape this role. I am passionate about having a direct and meaningful impact on the hauora (wellbeing) and future development of people living in the Waitaki District.”

Education: Level 1 and 2 Foundation Skills courses with NCEA qualification opportunities.
Licensing: Comprehensive driver education and support for Learner, Restricted, and Full Class 1 driver licenses.
Youth Development: Empowerment, advocacy, and support of taiohi, that allows each and every one of them to reach their full potential.
